AGENT TRAINING
This act mandated that all card agents, full agents, and messengers sign contracts with PennDOT. This includes vehicle dealers who are authorized to issue temporary registration cards and/or plates.
Under the terms of the contracts, issuing agents must complete a PennDOT-authorized agent service training course. (Note: Messengers are not required to receive training unless they are also authorized to provide agent service.)
